The eighth plague of locusts introduces new elements to the now familiar pattern in Exodus. Now the Pharaoh AND his officials’ hearts are hardened. We find that Pharaoh begins to negotiate with Moses for who is able to go worship God, and we see that, in the end, even Pharaoh’s officials are beginning to see the destructive end of Pharaoh’s fight with God.
